City of San Leandro
Meeting Date: July 15, 2013
Staff Report
Agenda Section:File Number:13-321 CONSENT CALENDAR
Agenda Number:8.I.
TO:City Council
FROM:Chris Zapata
City Manager
BY:Uchenna Udemezue
Engineering & Transportation Director
FINANCE REVIEW:David Baum
Finance Director
TITLE:Staff Report for a Resolution Awarding a Construction Contract to American
Civil Constructors West Coast , Inc. for the Bridge Maintenance and Repair
2011 Project, Project No. 144-38-339
SUMMARY AND RECOMMENDATIONS
The subject project will perform the work necessary to extend the life of two City owned and
maintained bridges. Staff recommends the City Council award the contract to the lowest
responsible bidder, American Civil Constructors West Coast , Inc., in the amount of $147,080
for the subject project.
BACKGROUND
The City owns and maintains several bridges, some of which are periodically inspected by
Caltrans. Recent inspection reports for the bridge that carries San Leandro Boulevard over
San Leandro Creek indicate that some of the concrete is damaged and that two pipe outfalls
have caused erosion under the bridge. Recent inspection reports for the bridge that carries
Wicks Boulevard over the Estudillo Canal (located immediately north of Stenzel Park) indicate
that small cracks are present and should be sealed to prevent water entry.
San Leandro Boulevard and Wicks Boulevard are both arterial streets within the city.
Analysis
The bids were opened on June 19, 2013. Three bids were received ranging from $147,080 to
$189,700. American Civil Constructors West Coast , Inc. was determined by staff to be the
apparent lowest responsible bidder. The engineer's estimate for the work was $126,900.
Staff verified that the contractor has a valid license with the Contractors State License Board .
Current Agency Policies
Page 1 City of San Leandro Printed on 7/9/2013
