MINUTES <br /> SAN LEANDRO CITY COUNCIL MEETING <br /> JUNE 13, 1994 <br /> The City Council of the City of San Leandro met in Special Session in the City <br /> Council Chambers of the City Hall on the above date at 8:00 p.m. , Vice Mayor <br /> Myers presiding. <br /> 1. CALL TO ORDER <br /> 2. PLEDGE OF ALLEGIANCE TO THE FLAG <br /> 3. ROLL CALL <br /> PRESENT: Council Members Galvan, Kerr, Loeffler, Perry, Polvorosa; <br /> Vice Mayor Myers <br /> ABSENT: Mayor Corbett (excused) <br /> Vice Mayor Myers noted that Mayor Corbett was representing the City at the <br /> U.S. Mayors' Conference. <br /> 4. PUBLIC COMMENTS Public Comments are limited to 5 minutes per person. <br /> A. Lou Filipovich, 15376 Laverne Drive, spoke regarding the purpose of the <br /> Brown Act, the Utility Tax and. the Transient Occupancy Tax. He said <br /> these taxes deal with property tax and require voter approval . <br /> 5. PUBLIC HEARINGS <br /> A. Matter of Proposed Increases in the Utility User Tax and Transient <br /> Occupancy Tax. <br /> - Letter Supporting the Proposed Increase in the Utility User Tax from <br /> Dana A. Johnson, 343 Farrelly Drive, dated May 6, 1994. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Mike Oliver, City Manager, said the proposed fee and tax <br /> increases are an integral part of the budget. He described the budget <br /> process and discussed the Work Session and public presentations which <br /> have been made on the state of the City's finances. He discussed the <br /> City Council Finance Committee meetings, which were open to the public. <br /> He said the Committee developed Budget Strategies based on public input <br /> and the recommendations of the Task Force of 51 , and staff developed <br /> the proposed budget based on those Strategies. He said the proposed <br /> budget contains few new items, and those are related primarily to <br /> public safety and disaster preparedness. He discussed the purpose for <br /> the Reserve for Economic Uncertainties and described potential upcoming <br /> financial impacts such as the loss of Costco, Fire Department <br /> consolidation, and the uncertain State budget situation. He said the <br /> Reserve is a one-time measure, and its loss would be permanent and <br />
