MINUTES <br /> SAN LEANDRO CITY COUNCIL MEETING <br /> AUGUST 19, 1991 <br /> The City Council of the City of San Leandro met in regular session in the City <br /> Council Chamber of the City Hall on the above date at 8:00 p.m. , Mayor Karp <br /> presiding. <br /> 1. CALL TO ORDER <br /> 2. PLEDGE OF ALLEGIANCE TO THE FLAG <br /> 3. ROLL CALL <br /> PRESENT: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp <br /> ABSENT: None <br /> 4. PRESENTATIONS <br /> None Scheduled. <br /> 5. PUBLIC COMMENTS <br /> A. Steven Quayle, 1373 Glen Drive, asked if there would be an agenda <br /> available to the public regarding the meeting of August 26th and 27th <br /> in Newport Beach with Citation Homes. He felt that the trip was <br /> premature, prior to the plan specific EIR and the completion of a Corps <br /> permit. He also asked if the City would be reimbursed for the trip and, <br /> if so, won't the City be obligated to the developer after their payment <br /> for this trip. He additionally asked if the other incidental expenses <br /> referred to in the newspaper report would be reimbursed to the City and, <br /> if the meeting was not a public meeting due to a lack of a quorum. <br /> B. Whitey Harder, 91 Broadmoor Boulevard, commented that the Dahlia Garden <br /> is a beautiful asset to the City. He expressed concerns that the <br /> caretaker of the garden wants the garden to be protected from removal <br /> by the City. He also discussed the request to install a new arch and <br /> lights at the front of the garden to beautify it and draw attention to <br /> it. He asked the City Council to commit to covering the cost of these <br /> improvements and offered to pay for the full cost of the improvements <br /> himself if the City does not get involved. <br /> Mr. Harder complained that he is disgusted with the past performance <br /> of the City in their willingness to help a citizen resolve a problem <br /> in a neighborhood. He asked for a weekly listing of the time police <br /> traffic enforcement officers spend on Broadmoor Boulevard enforcing <br /> truck violations, and asked to receive a report on the number of <br /> vehicles cited on the street weekly. He also complained that the City <br /> staff has a poor attitude and that the City Manager has not been willing <br /> to return his phone calls in the past. <br />
