IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 99— 3 (2859) <br /> RESOLUTION APPROVING RESPONSIBILITY STATEMENT QUESTIONNAIRE AND <br /> CALLING FOR RESPONSIBILITY STATEMENTS AND BIDS FOR SAN LEANDRO <br /> COMMUNITY LIBRARY CENTER SEISMIC RETROFIT, RENOVATION AND <br /> EXPANSION, PACKAGES NOS. 13 and 14 <br /> PROJECT NO. 98-215-28-115 <br /> FINDINGS <br /> 1. The library retrofit project has been determined to be categorically exempt from <br /> the California Environmental Quality Act. <br /> 2. The City Council has determined that the library retrofit project shall be <br /> constructed using a system of multiple prime contracting. <br /> 3. Obtaining responsibility statements from contractors interested in doing the <br /> construction work will allow staff to review the capabilities, resources and bonding capacities of <br /> the contractor before bidding, rather than after the bids have been received. <br /> 4. The bidding process will begin with a Notice to Bidders calling for responsibility <br /> statements and bids will be accepted only from responsible bidders. <br /> NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br /> follows: <br /> Bids and responsibility statements are hereby called for and the City Clerk is hereby <br /> directed to publish notice thereof once in the official newspaper of this City. <br /> Said responsibility statements shall be submitted to the office of the City Clerk on or <br /> before the date and time specified in the public notice. Said responsibility statements will be <br /> reviewed by the City Engineer and the City Council shall approve the bidders list and the plans, <br />
