City of San Leandro <br />Meeting Date: February 17, 2015 <br />+tAt Staff Report <br />File Number: 15-038 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.H. <br />TO: City Council <br />FROM: Chris Zapata <br />City Manager <br />BY: Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW: David Baum <br />Finance Director <br />TITLE: Staff Report for a Resolution Authorizing the City Manager to Submit an <br />Application for State of California Department of Housing and Community <br />Development's Housing -Related Parks Program Grant Funds <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a resolution to: <br />1) authorize the submittal of a Housing -Related Parks Program grant application for the <br />2014 Designated Program Year to the State of California Department of Housing and <br />Community Development, and <br />2) authorize the City Manager, or his designee, to execute all necessary Housing -Related <br />Parks program application and grant documents. <br />BACKGROUND <br />On December 10, 2014, the State of California Department of Housing and Community <br />Development (HCD) released the Notice of Funding Availability ("NOFA") for the <br />Housing -Related Parks (Parks) Program grant funds. The grant application is due February 5, <br />2015. The Parks Program is funded through Proposition 1 C, the Housing Emergency Shelter <br />Trust Fund Act of 2006. Approximately $35 million is available for the 2014 funding round. <br />The Parks Program is an innovative incentive program designed to reward local governments <br />that approve housing for lower-income households and are in compliance with State housing <br />element law with grant funds to create and/or renovate community parks and recreational <br />facilities. HCD will award Parks Program funds to eligible jurisdictions on a per -bedroom <br />basis for each residential unit affordable to very low- [50% of Area Median Income (AMI)] and <br />low-income (80% AMI) households permitted during the Designated Program Year, which <br />covers January 1, 2010 through December 31, 2014. In addition, units substantially <br />rehabilitated, converted from market rate to affordable, and preserved with certificates of <br />occupancy are also eligible to receive funding. <br />City of San Leandro Page 1 Printed on 2111/2015 <br />
