City of San Leandro <br />Meeting Date: April 4, 2016 <br />Staff Report <br />Agenda Section:File Number:16-100 CONSENT CALENDAR <br />Agenda Number:8.F. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Appropriating $291,510.04 of Water Pollution <br />Control Enterprise Funds and Approving an Increase in the Contract Change <br />Order Cap from 25% to 40% ($278,577.50 to $445,724.00) for a Construction <br />Contract with Con-Quest Contractors, Inc. for the Sanitary Sewer Line <br />Replacement/Repair 2012-13 Project, Project No. 2013.0120 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends the appropriation of $291,510.04 of Water Pollution Control Enterprise <br />Funds and approval of an increase in the change order cap from 25% to 40% (from <br />$278,577.50 to $445,724.00, an increase of $167,146.50) of the original construction <br />contract. <br />BACKGROUND <br />Sewer and storm facilities maintained by the City of San Leandro are routinely inspected. <br />Locations that have deteriorated to the point where repairs are needed or may be needed in <br />the near future and those that require a significant amount of maintenance by Public Works <br />were included in the subject project. <br />The Sanitary Sewer Line Replacement/Repair 2012-13 Project was advertised on February <br />26, 2015, and the contract was awarded to Con-Quest Contractors, Inc. on April 20, 2015. <br />Construction began in August 2015 and is still underway as of March 2016. <br />It is nearly impossible to produce a perfect set of project documents for which no changes <br />need to be made during construction and it would be inefficient and costly to attempt to <br />produce such a set of plans. This is especially true for underground projects involving <br />sanitary sewer and storm drain facilities, since additional defects are regularly discovered <br />during the completion of the work. <br />Various items have been required to be added to the project scope of work during the course <br />Page 1 City of San Leandro Printed on 3/29/2016
