City of San Leandro <br />Meeting Date: September 6, 2016 <br />Staff Report <br />Agenda Section:File Number:16-404 CONSENT CALENDAR <br />Agenda Number:8.L. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:City Council <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for an Ordinance That Accelerates Implementation of the <br />Statewide Minimum Wage Requirements in San Leandro <br />SUMMARY AND RECOMMENDATIONS <br />Per the direction provided by the City Council at the July 18, 2016 City Council meeting, staff <br />recommends the City Council waive the first reading and consider the attached local minimum <br />wage ordinance, to be effective July 1, 2017 <br />BACKGROUND & ANALYSIS <br />A San Leandro minimum wage ordinance was discussed extensively by the City Council <br />Finance Committee over the course of seven monthly meetings beginning in October, 2015. <br />Studies and analyses were presented to the City Council Finance Committee and comments <br />were received from San Leandro residents and businesses, local and regional community <br />stakeholder groups, and committee members. A summary of the comments and analyses <br />presented to the City Council Finance Committee was provided to the City Council at its June <br />13, 2016 work session, which was dedicated to discussing the possibility of a San Leandro <br />minimum wage ordinance. During that work session, the City Council directed staff to develop <br />and present for the Council’s consideration at its July 5, 2016 regular meeting a local <br />minimum wage ordinance that would accelerate implementation of the State’s new minimum <br />wage law’s requirements. <br />Following lengthy public testimony and discussion by the Council at the July 5th regular <br />meeting, the City Council directed staff to modify the draft ordinance to include ‘small and <br />large employer’ definitions (similar to how the current statewide minimum wage law is drafted), <br />and to also add a provision that would allow small employers an additional year to implement <br />the wage increases scheduled to begin for large employers on July 1, 2017. That modified <br />ordinance was subsequently presented to the City Council at its July 18, 2017 regular <br />meeting. Following additional public testimony and further City Council discussion, the <br />Council directed staff to present for first reading the draft of the ordinance that was presented <br />Page 1 City of San Leandro Printed on 8/29/2016
