The study is intended fairly allocate costs to the <br />services provided and recover some, or all, of the costs from service recipients creating value <br />and predictability for customers and reimbursements to the City for services provided to a <br />single party. <br />The City’s Building, Planning and Fire Prevention fees generate approximately $2.7 million <br />annually in revenue for services rendered. The majority of the revenue, approximately $2.1 <br />million, covers building permit, plan review and inspection costs. <br />The main goals of the study are to: <br />·Simplify the building fee schedule to facilitate application of fees to projects and assist <br />customers in estimating permit fees; <br />·Ensure fees reflect the costs of providing services and understand which services are <br />being subsidized. <br />The attached draft report includes an executive summary of the findings and <br />recommendations related to cost recovery and fees, a detailed report and appendices which <br />include a summary of current and proposed fees and cost recovery levels. <br />Staff requests direction from the City Council regarding the proposed new Building fee <br />structure and adjustments to Planning and Fire Prevention fees. The fee revisions would be <br />included as part of the FY 2017-18 Fee Schedule effective July 1, 2017. <br /> <br />Page 1 City of San Leandro Printed on 2/28/2017 <br />10
