City of San Leandro <br />Meeting Date: March 20, 2017 <br />Staff Report <br />Agenda Section:File Number:17-062 CONSENT CALENDAR <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Accepting the Work for the Annual Sidewalk <br />Repair Program 2013-14, Project No. 2013.0060 <br />SUMMARY AND RECOMMENDATIONS <br />This project reconstructed damaged concrete sidewalks, driveway approaches, curbs and <br />gutters, and installed Americans with Disabilities Act (ADA) compliant curb ramps throughout <br />the City. <br />Staff recommends that the City Council accept the work by Rosas Brothers Construction, <br />authorize staff to file the Notice of Completion, authorize the City Manager to release the <br />performance and payment bonds and to waive the maintenance bonds upon the Engineering <br />and Transportation Director’s recommendation. <br />BACKGROUND <br />On November 18, 2013, by Resolution 2013-147, the City Council awarded a construction <br />contract for the subject project to Rosas Brothers Construction. The project replaced <br />approximately 16,850 square feet of damaged sidewalks and 3,022 linear feet of curb and <br />gutters throughout San Leandro. In addition, the project installed 66 curb ramps, including <br />locations where they did not previously exist, and upgraded existing curb ramps to comply <br />with current Americans with Disabilities Act (ADA) requirements. <br />The City’s Sidewalk Repair program offers homeowners an option to use the City’s contractor <br />for sidewalk or driveway repairs, which are billed to homeowners upon completion. Under San <br />Leandro Municipal Code section 5-1-415, property owners are responsible for maintenance <br />and repair of the sidewalks in front of and on the side of their properties. This program allows <br />residents to take advantage of economies of scale for the cost of repairs and, as such, <br />installed about 10,740 square feet of driveways on private properties. <br />Page 1 City of San Leandro Printed on 3/13/2017 <br />74
