City of San Leandro <br />Meeting Date: July 17, 2017 <br />Staff Report <br />Agenda Section:File Number:17-360 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Accepting the Work for the Curb Ramp <br />Upgrades (2015-16) Project, Project No. 2016.0071 <br />SUMMARY AND RECOMMENDATIONS <br />This project installed a total of 143 Americans with Disabilities Act (ADA) compliant curb <br />ramps, including new ramps installed at locations where none existed and existing, <br />non-compliant ramps replaced and upgraded to meet current standards. <br />Staff recommends that the City Council accept the work by Rosas Brothers Construction, <br />authorize the City Manager to file the Notice of Completion, release the performance and <br />payment bonds, and release the maintenance bond upon successful completion of the <br />one-year maintenance period. <br />BACKGROUND <br />The Americans with Disabilities Act (ADA) mandates construction of curb ramps at street <br />intersections when roadway pavement is replaced, overlaid, or treated with a cape seal. This <br />contract installed ramps at locations where pavement work was installed as part of the Annual <br />Street Sealing 2015-16 and Annual Overlay / Rehabilitation 2015-16 projects. New ramps <br />were installed at locations where none existed and existing, non-compliant ramps were <br />upgraded. As a change order, the project also included walkway improvements and a ramp <br />into the play area in advance of the Kaboom! play equipment project at Cleveland Park. <br />Curb ramps are a vital component of the pedestrian path of travel. Ramps allow people in <br />wheelchairs to safely cross the street and make the City’s sidewalks accessible to everyone <br />regardless of physical ability. Each ramp includes a panel of raised tactile domes to warn the <br />seeing impaired of a street crossing. <br />Analysis <br />Page 1 City of San Leandro Printed on 7/11/2017 <br />323
