City of San Leandro <br />Meeting Date: October 2, 2017 <br />Staff Report <br />Agenda Section:File Number:17-495 CONSENT CALENDAR <br />Agenda Number:8.B. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Approving a Cooperative Agreement Between San <br />Leandro and AC Transit for Design, Construction, Operation, and Maintenance <br />of the South Alameda County Major Corridors Travel Time Improvement Project <br />(AC Transit Line 97 TPI) in Unincorporated Alameda County, San Leandro, <br />Hayward, and Union City <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve and authorize the City Manager to execute a <br />Cooperative Agreement between San Leandro and Alameda-Contra Costa Transit District (AC <br />Transit) for the design, construction, operation and maintenance of the South Alameda County <br />Major Corridors Travel Time Improvement Project (AC Transit Line 97 TPI) in unincorporated <br />Alameda County, San Leandro, Hayward, and Union City. <br />BACKGROUND <br />The South Alameda County Major Corridors Travel Time Improvement Project will enhance <br />corridor traffic and transit operations between the Bayfair BART Station in San Leandro and the <br />Union City BART station. <br />In September 2014, AC Transit received $5.0 million in grant funds through the Metropolitan <br />Transportation Commission’s (MTC) Transit Priority Initiative (TPI) program for this project. AC <br />Transit programmed Transit District Capital funds in the amount of $420,000 for local matching <br />funds. MTC also assigned $500,000 in Federal Next Generation Arterial Operation Program <br />(NGAOP) funds for preliminary systems engineering for the project. Additionally, AC Transit, <br />Union City, and the Alameda County Public Works Agency (ACPWA) were awarded $228,000 in <br />Transportation Fund for Clean Air (TFCA) funding through the Alameda County Transportation <br />Commission (ACTC) to offset the local matching funds AC Transit is contributing to the project. <br />Page 1 City of San Leandro Printed on 9/25/2017 <br />40
