City of San Leandro <br />Meeting Date: October 2, 2017 <br />Staff Report <br />Agenda Section:File Number:17-543 CONSENT CALENDAR <br />Agenda Number:8.G. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Authorizing the City Manager to Execute a <br />Non-Professional Services Agreement in an amount not to exceed $59,976 with <br />Adopt a Highway Litter Removal Service of America, Inc. for Litter Removal <br />Services on the City Adopted Section of Interstate 880 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council authorize the City Manager to execute a Non-Professional <br />Services Agreement with Adopt a Highway Litter Removal Service of America, Inc. in an amount <br />not to exceed $59,976 for a two-year term to provide weekly litter abatement on north and <br />southbound Interstate 880, from JCT 238 to the Oakland City border, including on- and off-ramps. <br />BACKGROUND <br />The California Department of Resources Recycling and Recovery (CalRecycle) issues annual <br />grants for litter abatement and to encourage bottle and can recycling. The Public Works <br />Department has utilized these funds to remove litter on north and southbound Interstate 880, from <br />JCT 238 to the Oakland City border, including on- and off-ramps. Removed materials from the <br />adopted two-mile stretch of highway are taken to Alameda County Industries in San Leandro for <br />sorting and recycling <br />Public Works issued Bid No. 16-17.030 for the litter abatement contract. One bid was received <br />on or before the submittal deadline from Adopt a Highway Litter Removal Service of America, Inc. <br />for $59,976. The resolution, if passed, will approve litter removal services for a period of two <br />years, ending June 30, 2019. <br />Fiscal Impacts <br />The litter removal service will cost $2,499 per month for a total cost of $59,976 for two years.
