IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> ORDINANCE NO. 2018-002 <br /> ADOPT AN ORDINANCE AMENDING TITLE 1, CHAPTER 1-3,ARTICLE 16, OF <br /> THE SAN LEANDRO MUNICIPAL CODE TO INCLUDE UPDATED LANGUAGE TO <br /> THE DESCRIPTION AND GOALS OF THE ARTS COMMISSION <br /> The City of San Leandro does ORDAIN that Title 1, Chapter 1-3,Article 16 be amended <br /> as follows: <br /> SECTION 1. PURPOSE. The following changes will be added to the San Leandro <br /> Municipal Code and will promote San Leandro's vision of inclusiveness, community and diversity. <br /> SECTION 2. CEQA. Approval of the amendments is exempt from further environmental <br /> review under the general rule in California Environmental Quality Act(CEQA) Guidelines Section <br /> 15 061(b)(3)that CEQA only applies to projects that have the potential for causing a significant <br /> effect on the environment. As a series of text amendments and additions, it can be seen with <br /> certainty that there is no possibility that the ordinance will have a significant effect on the <br /> environment. <br /> SECTION 3. AMENDMENT OF CODE. Title 1, Chapter 1-3, Article 16, of the San <br /> Leandro Municipal Code is hereby amended in its entirety as follows: <br /> San Leandro Municipal Code Section 1-3-1605 POWERS AND DUTIES. <br /> The Commission is charged with assessing, developing, and promoting art opportunities to <br /> enrich and enhance the San Leandro community. In discharge of this responsibility, the <br /> Commission shall: <br /> (a) Encourage and promote art programs and activities within the City; <br /> (b) Make recommendations to the City Council regarding local visual and performing art <br /> needs, activities and programs; <br /> (c) Receive and gather input from the community on issues relevant to art policies; <br /> (d) Enhance community awareness of art resources; <br /> (e) Work cooperatively with public and private agencies to procure space and <br /> opportunities for public art that celebrates our diversity and to contribute to the enrichment of the <br /> community by adding public art that is of the highest quality, inclusive visually stimulating and <br /> of enduring value; <br /> (0 Analyze and make recommendations to the City Council on long term financing to <br /> support arts; <br /> (g) Advise and make recommendations to the City Council on the acceptance of <br /> donations and submissions of art and other matters of arts in the community; <br /> (h) Support the goals and priorities of the City Council. <br /> The Arts Commission shall not be limited to those duties hereinbefore specifically set forth, <br /> but shall perform such other functions and render such reports and recommendations as may be <br />
