IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO ORDINANCE NO. 2018-002 ADOPT AN ORDINANCE AMENDING TITLE 1, CHAPTER 1-3,ARTICLE 16, OF THE SAN LEANDRO MUNICIPAL CODE TO INCLUDE UPDATED LANGUAGE TO THE DESCRIPTION AND GOALS OF THE ARTS COMMISSION The City of San Leandro does ORDAIN that Title 1, Chapter 1-3,Article 16 be amended as follows: SECTION 1. PURPOSE. The following changes will be added to the San Leandro Municipal Code and will promote San Leandro's vision of inclusiveness, community and diversity. SECTION 2. CEQA. Approval of the amendments is exempt from further environmental review under the general rule in California Environmental Quality Act(CEQA) Guidelines Section 15 061(b)(3)that CEQA only applies to projects that have the potential for causing a significant effect on the environment. As a series of text amendments and additions, it can be seen with certainty that there is no possibility that the ordinance will have a significant effect on the environment. SECTION 3. AMENDMENT OF CODE. Title 1, Chapter 1-3, Article 16, of the San Leandro Municipal Code is hereby amended in its entirety as follows: San Leandro Municipal Code Section 1-3-1605 POWERS AND DUTIES. The Commission is charged with assessing, developing, and promoting art opportunities to enrich and enhance the San Leandro community. In discharge of this responsibility, the Commission shall: (a) Encourage and promote art programs and activities within the City; (b) Make recommendations to the City Council regarding local visual and performing art needs, activities and programs; (c) Receive and gather input from the community on issues relevant to art policies; (d) Enhance community awareness of art resources; (e) Work cooperatively with public and private agencies to procure space and opportunities for public art that celebrates our diversity and to contribute to the enrichment of the community by adding public art that is of the highest quality, inclusive visually stimulating and of enduring value; (0 Analyze and make recommendations to the City Council on long term financing to support arts; (g) Advise and make recommendations to the City Council on the acceptance of donations and submissions of art and other matters of arts in the community; (h) Support the goals and priorities of the City Council. The Arts Commission shall not be limited to those duties hereinbefore specifically set forth, but shall perform such other functions and render such reports and recommendations as may be
