IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> ORDINANCE NO. 2018-003 <br /> ADOPT AN ORDINANCE AMENDING TITLE 1, CHAPTER 1-3,ARTICLE 7, OF THE <br /> SAN LEANDRO MUNICIPAL CODE TO INCLUDE UPDATED LANGUAGE TO THE <br /> DESCRIPTION AND GOALS OF THE HUMAN SERVICES COMMISSION <br /> The City of San Leandro does ORDAIN that Title 1, Chapter 1-3, Article 7 be amended as <br /> follows: <br /> SECTION 1. PURPOSE. The following changes will be added to the San Leandro <br /> Municipal Code and will promote San Leandro's vision of inclusiveness, community and diversity. <br /> SECTION 2. CEQA. Approval of the amendments is exempt from further environmental <br /> review under the general rule in California Environmental Quality Act(CEQA) Guidelines Section <br /> 15061(b)(3)that CEQA only applies to projects that have the potential for causing a significant effect <br /> on the environment. As a series of text amendments and additions, it can be seen with certainty that <br /> there is no possibility that the ordinance will have a significant effect on the environment. <br /> SECTION 3. AMENDMENT OF CODE. Title 1, Chapter 1-3, Article 7, of the San <br /> Leandro Municipal Code is hereby amended in its entirety as follows: <br /> San Leandro Municipal Code Section 1-3-705 POWERS AND DUTIES. <br /> The Commission shall advise the Council on all matters relating to social conditions <br /> within the City, assess and report to the Council the social needs of the people, recommend to the <br /> Council methods for meeting such needs, and assist the Council in marshalling the human <br /> resources necessary to accomplish the foregoing. In discharge of this responsibility, the <br /> Commission shall: <br /> (a) Evaluate social services being provided to communities in need within the City, and <br /> provide advice and assistance toward equitable provision and coordination thereof-, <br /> (b) Provide motivation for the development of new social services as the need therefor is <br /> determined; <br /> (c) Coordinate the efforts of social service agencies to raise funds from the community; <br /> (d) Assist in the procurement of grants from public and private funding sources; <br /> (e) Study proposed programs and proposed budgets of social service agencies requesting City <br /> assistance and recommend Council approval or disapproval of such programs, budgets and <br /> requests. The Commission shall conduct periodic reviews or such programs and budgets and <br /> shall report to the Council on the implementation of such programs and expenditures of City <br /> funds and physical resources therefor. <br /> The Commission shall not be limited to those duties hereinbefore specifically set forth, but <br /> shall do all things necessary to identify the role and responsibility of the City of San Leandro in <br /> relation to social conditions, needs and aspirations within the City and to assist in the assumption <br /> of such role and the discharge of such responsibility by the City of San Leandro.
