City of San Leandro <br />Meeting Date: May 7, 2018 <br />Staff Report <br />Agenda Section:File Number:18-017 CONSENT CALENDAR <br />Agenda Number:8.H. <br />TO:City Council <br />FROM:Jeff Kay <br />Interim City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution to Approve Amendment No. 2 to a Consulting <br />Services Agreement with BKF Engineers for the Preparation of <br />Construction-Ready Plans, Specifications and Estimates for the <br />MacArthur/Superior Roundabout Design Project, Project No. 2014.0470 to <br />Increase the Amount of Compensation by $38,690.00 for a Total Not to Exceed <br />Amount of $147,334.00 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve Consulting Services Agreement Amendment No. <br />2 with BKF Engineers to increase amount of compensation by $38,690.00, resulting in a total not <br />to exceed contract amount of $147,334.00, and authorize the City Manager to execute <br />Amendment No. 2. <br />BACKGROUND <br />The intersection of MacArthur Boulevard and Superior Avenue operates at an “F” level of service, <br />the lowest rating possible, which indicates that drivers wishing to cross the intersection <br />experience extremely long waits during the peak hours of 7:00 to 9:00am and 4:00 to 6:00pm. In <br />addition, the collision rate at this intersection is 0.24 collisions per million vehicles (observed in <br />the three year period from 2011 through 2014). This rate is three to four times higher than the <br />statewide average collision rate for similar intersections. <br />Studies of the subject intersection indicate that a roundabout would provide the most <br />improvement to traffic flow compared to other alternatives, such as a traffic signal. The <br />conceptual design for the roundabout was completed in 2009, but due to lack of funding, the City <br />did not enter into a design contract with BKF Engineers for the development of construction-ready <br />plans, specifications and estimates (PS&E) for the roundabout until 2016. <br />Page 1 City of San Leandro Printed on 5/1/2018 <br />1472
