City of San Leandro <br />Meeting Date: May 7, 2018 <br />Staff Report <br />Agenda Section:File Number:18-166 CONSENT CALENDAR <br />Agenda Number:8.J. <br />TO:City Council <br />FROM:Jeff Kay <br />Interim City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution to Authorize the City Manager to Execute Program <br />Supplement Agreement No. 026-F with the State of California to Provide <br />$32,850 in Grant Funds for the Design Phase of the East 14th Street (State <br />Route 185) at 144th Avenue High-intensity Activated Crosswalk (HAWK) Signal <br />Project <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends approval of a Resolution authorizing the City Manager to execute the Program <br />Supplement Agreement that accepts federal funding of $32,850 and obligates the City to provide <br />matching funds of $3,650 in order to complete the design phase of the East 14th Street at 144th <br />Avenue High-intensity Activated Crosswalk (HAWK) Signal Project. <br />BACKGROUND <br />The Fixing America’s Surface Transportation Act (FAST), which was signed into law on <br />December 4, 2015, established the Highway Safety Improvement Program (HSIP) as a core <br />Federal-aid program. The overall purpose of this Program is to achieve a significant reduction in <br />traffic fatalities and serious injuries on all public roads through the implementation of <br />infrastructure-related highway safety improvements. <br />The City was awarded $184,230 in the 2016-17 HSIP cycle to install a High-intensity Activated <br />Crosswalk (HAWK) signal at the East 14th Street at 144th Avenue intersection. HAWK signals <br />are considered a Pedestrian Hybrid Beacon as defined in Chapter 4F of the California Manual on <br />Uniform Traffic Control Devices, a nationally-adopted standard. This will be San Leandro’s <br />second HAWK installation once the installation at Davis Street and Carpentier Street is <br />constructed in late 2018. <br />The East 14th Street at 144th Avenue intersection ranked high on the City’s High Collision <br />Page 1 City of San Leandro Printed on 5/1/2018 <br />1514
