City of San Leandro <br />Meeting Date: May 7, 2018 <br />Staff Report <br />Agenda Section:File Number:18-168 CONSENT CALENDAR <br />Agenda Number:8.K. <br />TO:City Council <br />FROM:Jeff Kay <br />Interim City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution to Authorize the City Manager to Execute Program <br />Supplement Agreement No. 027-F with the State of California to Provide <br />$59,850 in Grant Funds for the Design Phase of the East 14th Street (State <br />Route 185) at Joaquin Avenue Scramble Pedestrian Signal Project <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends approval of a resolution authorizing the City Manager to execute the Program <br />Supplement Agreement that accepts federal funding of $59,850 and obligates the City to provide <br />matching funds of $6,650 in order to complete the design phase of the East 14th Street at <br />Joaquin Avenue Scramble Pedestrian Signal Project. <br />BACKGROUND <br />The Fixing America’s Surface Transportation Act (FAST), which was signed into law on <br />December 4, 2015, established the Highway Safety Improvement Program (HSIP) as a core <br />Federal-aid program. The overall purpose of this program is to achieve a significant reduction in <br />reduce traffic fatalities and serious injuries on all public roads through the implementation of <br />infrastructure-related highway safety improvements. <br />The City was awarded $335,250 in the 2016-17 HSIP cycle to add a scramble pedestrian signal <br />phase to the existing signal at the East 14th Street at Joaquin Avenue intersection. Scramble <br />pedestrian signals stop all vehicular traffic to allow pedestrians to cross an intersection in every <br />direction, including diagonally, at the same time. This will be San Leandro’s second scramble <br />pedestrian signal installation in addition to the one at Bancroft Avenue and 136th Avenue. <br />The East 14th Street at Joaquin Avenue intersection ranked high on the City’s High Collision <br />Intersections list, which is regularly monitored and updated by City staff.
