City of San Leandro <br />Meeting Date: May 21, 2018 <br />Staff Report <br />Agenda Section:File Number:18-185 CONSENT CALENDAR <br />Agenda Number:8.C. <br />TO:City Council <br />FROM:Jeff Kay <br />Interim City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Authorizing Submission of a Request to the <br />Metropolitan Transportation Commission for the Allocation of $67,029 of Fiscal <br />Year 2018-19 Transportation Development Act Article 3 Pedestrian/Bicycle <br />Project Funding to Install Pedestrian Improvements <br />RECOMMENDATIONS <br />Staff recommends that the City Council adopt a Resolution authorizing the City Manager to <br />submit a request to the Metropolitan Transportation Commission (MTC) for the allocation of <br />$67,029 of Fiscal Year 2018-19 Transportation Development Act (TDA) Article 3 <br />Pedestrian/Bicycle project funding to install pedestrian improvements. <br />BACKGROUND <br />The Local Transportation Fund, which is a one-quarter percent sales tax in Alameda County <br />initiated by the State Legislature in 1972, funds the TDA grant program. In the nine-county Bay <br />Area region, the MTC makes TDA Article 3 funds available for pedestrian/bicycle purposes. <br />Each year, the MTC allocates TDA funds to eligible claimants after review of applications from <br />counties and congestion management agencies. Alameda County is responsible for submitting <br />an annual program of projects that are implemented by each local agency in the county. TDA <br />funds are distributed by population. <br />Analysis <br />Annually, the City applies for TDA funds from the MTC for pedestrian improvements throughout <br />the City. The City is entitled to $67,029 for fiscal year 2018-19. The TDA funds will be used to <br />install disabled access ramps and upgrade sidewalks at various locations. The work will be <br />completed as part of the City’s Annual Street Sealing, Annual Sidewalk or Annual Overlay Rehab <br />projects. <br />Page 1 City of San Leandro Printed on 5/15/2018 <br />23
