City of San Leandro <br />Meeting Date: September 4, 2018 <br />Staff Report <br />Agenda Section:File Number:18-429 CONSENT CALENDAR <br />Agenda Number:8.R. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Jeanette Dong <br />Recreation and Human Services Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Authorize the <br />City Manager to Enter into a Standard Services Agreement with County of <br />Alameda to Provide $25,000 in Grant Funds for Homeless Street Outreach (for <br />the purpose of addressing homelessness outreach activities which will be funded <br />by a grant from Alameda County in the amount of $25,000 to be appropriated in <br />Account Number 010-61-014-5120) <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council receive and accept funding from Alameda County, <br />Housing and Community Development Department for homeless street outreach activities. <br />BACKGROUND <br />Alameda County made available to cities funding to mitigate homelessness. The City of San <br />Leandro applied for homeless street outreach funding in December 2017. In June 2018, the <br />Alameda County Board of Supervisors approved the grant and awarded the City a $25,000 grant <br />for the applied purpose. <br />Historically, the City utilizes Building Futures with Women and Children (BFWC) for homeless <br />street outreach activities. The City’s application and grant award acknowledges BFWC, and will <br />allow the City to subcontract with BFWC. <br />Street outreach is essential for the collaborative work and case conferencing performed by the <br />City and its community-based partners. BFWC will be required to: <br />·Outreach to at least five total unduplicated unsheltered individuals every day, providing <br />information about housing and shelter options and supportive services and gathering <br />information about the individuals to assist in connecting the individuals with resources. <br />The five individuals can include both people who were contacted on previous days as well <br />Page 1 City of San Leandro Printed on 8/28/2018 <br />197
