City of San Leandro <br />Meeting Date: November 19, 2018 <br />Staff Report <br />Agenda Section:File Number:18-515 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Approve a <br />Consulting Services Agreement with Indigo / Hammond & Playle Architects, LLP <br />for Construction Support Services in the amount of $394,090, and to Authorize <br />the City Manager to Negotiate and Execute Individual Contract Amendments up <br />to 10% ($39,409) and Cumulative Contract Amendments up to a Maximum of <br />25% ($98,523) of the Original Contract Amount for the Police Building and South <br />Offices Modifications Project, Project No. 2014.0481 <br />SUMMARY AND RECOMMENDATIONS <br />This consulting services agreement will provide for construction support services during the <br />construction of the Police Building and South Offices Modifications Project. <br />Staff recommends that the City Council take the following actions: <br />·Approve a Consulting Services Agreement (CSA) with Indigo / Hammond & Playle <br />Architects, LLP in the amount of $394,090 for construction support services during <br />construction of the Police Building and South Offices Modifications Project; and <br />·Authorize the City Manager to negotiate and approve individual contract amendments up <br />to 10% of the contract amount ($39,409); and <br />·Authorize the City Manager to negotiate and approve cumulative contract amendments up <br />to 25% ($98,523) of the contract amount. <br />BACKGROUND <br />In 2009, a Needs Assessment was performed for the San Leandro Police Department (SLPD) <br />and it was determined that the building is severely overcrowded and has deficiencies in electrical <br />supply. In 2013, Indigo / Hammond & Playle Architects, LLP (Indigo) was hired to provide space <br />planning services to determine how SLPD could potentially occupy the office space within the <br />South Offices Building that was vacated by the Recreation and Human Services Department.
