City of San Leandro <br />Meeting Date: February 19, 2019 <br />Staff Report <br />Agenda Section:File Number:18-590 CONSENT CALENDAR <br />Agenda Number:8.E. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Approve and <br />Authorize the City Manager to Execute Consulting Services Agreements with <br />NBS for Services Related to the Formation of Special Financing Districts for <br />Eden Road, Project 210-38-295 and Neptune Drive Shoreline Flood Protection, <br />Project 2016.0700; to Authorize the City Manager to Negotiate and Approve <br />Individual Amendments up to 10% of the Original Contract Amounts; and to <br />Authorize the City Manager to Negotiate and Approve Cumulative Amendments <br />up to 20% of the Original Contract Amounts; <br />SUMMARY AND RECOMMENDATIONS <br />This resolution provides for the approval of a contract to prepare documents necessary for the <br />formation of a Community Facilities District (CFD) which, if approved, would pay for the Eden <br />Road project. This resolution also provides for the approval of a contract to prepare documents <br />necessary for the formation of an Assessment District (AD) which, if approved, would pay for the <br />Neptune Drive Shoreline Flood Protection project. <br />Staff recommends the following: <br />·Approve a Consulting Services Agreement with NBS for services on the Eden Road <br />project; and <br />·Approve a Consulting Services Agreement with NBS for services on the Neptune Drive <br />Shoreline Flood Protection project; and <br />·Authorize the City Manager to negotiate and approve Individual Contract Amendments up <br />to 10% of the Original Contract Amounts; and <br />·Authorize the City Manager to negotiate and approve Cumulative Contract Amendments <br />up to 20% of the Original Contract Amounts. <br />Page 1 City of San Leandro Printed on 2/13/2019
