Tonight, staff presents the online <br />Dashboard to the City Council and public. The Dashboard is on the City website at <br /><https://dashboards.mysidewalk.com/sanleandro>. <br />The Opportunity Zone incentive is a new community investment tool established by Congress in <br />the federal Tax Cuts and Jobs Act of 2017 to encourage long-term investments in low-income <br />urban and rural communities nationwide. Opportunity Zones provide a tax incentive for investors <br />to re-invest their unrealized capital gains into dedicated Opportunity Funds. <br />The City of San Leandro has one Opportunity Zone that geographically covers the area north of <br />Springlake Drive, west of Bayfair Center, south of East 14th Street, and east of Washington <br />Avenue. Investors can take advantage of the program in San Leandro by investing in eligible real <br />estate and business development projects located within the designated Opportunity Zone. <br />In order to provide investors with the most current demographics and statistics about the City of <br />San Leandro and the Opportunity Zone area, staff contracted with mySidewalk, a city intelligence <br />tool company that helps communities use visualized data to describe and create an Opportunity <br />Zone Dashboard that “tells the story” of the Zone. The mySidwalk dashboard platform includes: <br />·Access to U.S. Census and national datasets aggregated by the following categories: <br />economy, education, elections, health & wellness, housing, population & demographics, <br />transportation and environment; <br />·Local community data at the following geographic layers: state, county, zip code, <br />neighborhood, census tract, and census block group; <br />Page 1 City of San Leandro Printed on 8/28/2019 <br />13
