City of San Leandro <br />Meeting Date: September 3, 2019 <br />Staff Report <br />Agenda Section:File Number:19-427 CONSENT CALENDAR <br />Agenda Number:8.H. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Approve a <br />Consulting Services Agreement for $66,000 with Trafficware Group, Inc., to <br />Provide System Maintenance and Support of the City’s Advanced Traffic <br />Management System Software <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve and authorize the City Manager to execute a <br />$66,000 Consulting Services Agreement with Trafficware Group, Inc., for three-years of system <br />maintenance and technical support of the Advanced Traffic Management System (ATMS) <br />software used to control the City’s traffic signals . <br />BACKGROUND <br />The City maintains sixty-two traffic signals that rely on specialized software to control their <br />operation. An agreement with the previous software vendor ended in 2014. The software, <br />operating system, and computer server at City Hall are now obsolete and in need of replacement. <br />The Information Technology Division will upgrade the server and operating system, while <br />Trafficware Group, Inc., will provide and maintain the ATMS software. <br />The current version of the ATMS software includes features that improve the centralized <br />management and monitoring of the City’s traffic signals and that contribute to safe and efficient <br />traffic operations. For example, the software allows the City to operate an adaptive traffic signal <br />control system known as “SynchroGreen” that adjusts the signal timing along a roadway corridor <br />in response to real-time traffic conditions. Marina Boulevard will be controlled by the <br />SynchroGreen system. <br />Analysis <br />The City’s Advanced Traffic Management System was originally completed in the spring of 2011. <br />Page 1 City of San Leandro Printed on 8/28/2019 <br />74
