City of San Leandro <br />Meeting Date: September 3, 2019 <br />Staff Report <br />Agenda Section:File Number:19-433 CONSENT CALENDAR <br />Agenda Number:8.J. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Accept the <br />Work for the Pedestrian Crossings Improvements 16-17 Phase 1, Project No. <br />2017.5600 <br />SUMMARY AND RECOMMENDATIONS <br />This project installed a Rectangular Rapid Flashing Beacon (RRFB) system and enhanced <br />pedestrian crossings at four locations citywide and traffic calming measures at the Dolores <br />Avenue and Grand Avenue intersection. <br />Staff recommends the following actions: <br />·Accept the work of Sposeto Engineering, Inc.; <br />·Authorize staff to file the Notice of Completion; and <br />·Authorize the City Manager to release the performance and payment bonds, and to <br />release the maintenance bonds for the subject project upon successful completion <br />of the one-year maintenance period. <br />BACKGROUND <br />Staff routinely receives requests for improvements for crosswalks throughout the City. Based on <br />those requests, staff conducts traffic and pedestrian counts and reviews collision statistics to <br />generate a priority list for installation of enhanced crosswalks. <br />This project is Phase 1 of a 2-phased project. The project was phased to allow faster completion. <br />This phase constructed enhanced pedestrian crossings at four locations citywide. The project <br />included the intersection of Dowling Boulevard and Bancroft Avenue, the intersection of Doolittle <br />Drive and Bermuda Avenue, the intersection of Estudillo Avenue and Collier Drive, and on <br />Teagarden Street at Lincoln High School. The project constructed bulb-outs at the crosswalks to <br />shorten the crossing distance for pedestrians, installed solar powered pedestrian activated <br />Rectangular Rapid Flashing Beacons (RRFBs), as well as advanced warning signage and <br />Page 1 City of San Leandro Printed on 8/28/2019 <br />102
