City of San Leandro <br />Meeting Date: September 3, 2019 <br />Staff Report <br />Agenda Section:File Number:19-431 CONSENT CALENDAR <br />Agenda Number:8.K. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Accept the <br />Work for the Annual Street Sealing 2017-18 Project, Project No. 2018.0070 <br />SUMMARY AND RECOMMENDATIONS <br />This $2.3 million dollar project installed pavement surface sealing treatments to preserve and <br />prolong the useful pavement life on approximately 15.2 street lane miles, three parking lots at City <br />parks, and Fire Station No. 13’s parking lot. The project also installed forty-nine concrete curb <br />ramps to meet current accessibility standards at locations within the street sealing work areas. <br />Staff recommends the following actions: <br />·Accept the work by American Pavement Systems, Inc.; <br />·Authorize the City Manager to file the Notice of Completion; <br />·Release the performance and payment bonds; and <br />·Release the maintenance bond upon successful completion of the one-year maintenance <br />period. <br />BACKGROUND <br />Street sealing is an annual maintenance activity that can prolong the useful life of existing <br />pavement up to ten years, depending on the treatment and significantly lower the overall life-cycle <br />cost for maintaining our streets. The treatments associated with this project include slurry sealing, <br />asphalt rubber chip sealing, and micro-surfacing. These treatments involve the application of one <br />or more layers of rock chips, crumb rubber chips produced by recycling used tires, and asphalt <br />binders. The particular process is individually selected for each street based on the pavement <br />condition. <br />Forty-nine curb ramps within the street sealing work areas were upgraded to comply with current <br />Americans with Disabilities Act (ADA) standards. <br />Page 1 City of San Leandro Printed on 8/28/2019 <br />107
