The <br />sweeper will cost $275,221.17 (sales tax included). <br />BACKGROUND <br />The purpose of the federally-mandated Clean Water Program is to eliminate pollutants from the <br />stormwater system so that only clean water enters waterways and ultimately the San Francisco <br />Bay. San Leandro is a member agency of the Alameda County Clean Water Program and <br />operates under their National Pollution Discharge Elimination System (NPDES) permit, which is <br />issued by the State Water Quality Control Board. NPDES permits are the enforcement <br />mechanism for the federal and state’s mandatory standards for clean water. Street sweeping is <br />an important component of the Clean Water Program in terms of reducing sediments/debris from <br />entering the City’s storm drain system. <br />Analysis <br />Sourcewell (formally known as the National Joint Powers Alliance - NJPA) is a municipal <br />contracting agency that creates cooperative contract purchasing solutions on behalf of over <br />50,000-member entities including government, education and non-profit agencies nationwide. <br />Utilizing Sourcewell, staff procured a bid from Schwarze Industries, Inc. for a new sweeper to <br />replace one that is overdue to go out of service (originally scheduled for replacement in Fiscal <br />Year 2015).
