City of San Leandro <br />Meeting Date: September 3, 2019 <br />Staff Report <br />Agenda Section:File Number:19-449 CONSENT CALENDAR <br />Agenda Number:8.P. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY: <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution of the City of San Leandro City Council to Approve <br />and Authorize the City Manager to Execute a Non-Professional Services <br />Agreement with Synagro-WWT, Inc. for $262,500 for the Water Pollution Control <br />Plant (WPCP) Sludge Haul 2019-20 Project and to Appropriate $52,500 from <br />the Water Pollution Control Plant Enterprise Fund Balance Reserve for the <br />Purpose of Hauling Sludge <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends City Council adopt a Resolution to approve and authorize the City Manager to <br />execute a Non-Professional Services Agreement with Synagro-WWT, Inc. for the Sludge Haul <br />2019-20 project. Staff also requests City Council adopt a Resolution appropriating $52,500 from <br />the WPCP enterprise fund balance reserve for 2019-20. <br />This project will remove approximately 5,000 tons of sludge from WPCP drying beds. <br />ANALYSIS <br />As part of the wastewater process, after anaerobic digestion, sludge is thickened to 15% solids <br />concentration. The sludge is then spread on drying beds to air dry, which generally happens <br />during the summer months. Until recently, the Water Pollution Control Plant had 13 drying beds. <br />However, the solar panel installation and stockpile of construction soil has reduced the drying <br />beds to seven. Thus, the sludge layer in each bed is thicker and does not dry as well. This means <br />that the sludge that is transported has a higher water content and costs more to haul than dryer <br />sludge. In addition, market conditions have changed since last year, and the lowest bidder was <br />26% higher per ton than the 2018 lowest bidder. <br />In the future, WPCP plans to return two drying beds to service by relocating stockpiled <br />construction soil. In addition, WPCP staff will explore equipment to aid the drying process. <br />The above project was competitively bid, with the low bid submitted by Synagro-WWT, Inc. in the <br />amount of $52.50 per ton, totaling $262,500 for 5,000 tons. <br />Page 1 City of San Leandro Printed on 8/28/2019 <br />191
