City of San Leandro <br />Meeting Date: November 18, 2019 <br />Staff Report <br />Agenda Section:File Number:19-578 CONSENT CALENDAR <br />Agenda Number:8.I. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Debbie Pollart <br />Public Works Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution of the City of San Leandro City Council to Authorize <br />the City Manager to Execute a Six-Month Extension to the Current Joint Exercise <br />of Powers Agreement with East Bay Dischargers Authority, with Term Ending <br />June 30, 2020, and to Execute an Amended and Restated Joint Exercise of <br />Powers Agreement with East Bay Dischargers Authority, with Term Ending June <br />30, 2040 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt a Resolution to approve and authorize the City <br />Manager to execute a six-month extension to the existing Joint Exercise of Powers (JPA) <br />authority agreement with the East Bay Dischargers Authority (EBDA), which will extend the <br />agreement through June 30, 2020. In addition, staff recommends that the City Council adopt a <br />resolution to authorize the City Manager to execute an amendment to the JPA agreement with <br />EBDA, which would commence on July 1, 2020 and end on June 30, 2040. <br />BACKGROUND <br />EBDA was created in 1974 for the purpose of discharging treated wastewater to the San <br />Francisco Bay. It collects the discharges from four wastewater treatment plants in the East Bay: <br />Union Sanitary District, City of Hayward, Oro Loma Sanitary District and the City of San Leandro. <br />It dechlorinates these discharges and pumps the water about seven miles to the San Francisco <br />Bay. These four entities, plus Castro Valley Sanitary District, are the five member agencies of <br />EBDA. Each agency sends a representative to serve on the EBDA Commission. Mayor Cutter is <br />currently representing the City on the Commission. <br />EBDA owns and is responsible for pump stations at each treatment plant, the pipes that convey <br />the wastewater from the treatment plants, the Marina Dechlorination Facility and the outfall <br />pipeline. EBDA’s budget is about $5 million per year, which is funded by the member agencies, <br />pro-rated by the quantity of water each member discharges. <br />Page 1 City of San Leandro Printed on 11/13/2019 <br />83
