City of San Leandro <br />Meeting Date: January 6, 2020 <br />Staff Report <br />Agenda Section:File Number:19-652 CONSENT CALENDAR <br />Agenda Number:8.I. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Jeff Kay <br />City Manager <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Approving the San Leandro Police Officers’ <br />Association (SLPOA) Memorandum of Understanding 2020-2022 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve a resolution ratifying the Memorandum of <br />Understanding (MOU) between the City of San Leandro and the San Leandro Police Officers’ <br />Association (SLPOA) for the period covering January 1, 2020 through December 31, 2022. <br />BACKGROUND <br />The San Leandro Police Officers’ Association (SLPOA) Memorandum of Understanding (MOU) <br />expired on December 31, 2019. The SLPOA represents 84 employees and is comprised of <br />police officers and police sergeants. Over the course of six months, the City’s negotiating team <br />and SLPOA representatives met and conferred in good faith over the terms and conditions of <br />employment for a new MOU. A tentative agreement was successfully reached in November 2019. <br />Analysis <br />The agreement was ratified by the SLPOA membership and is presented to the City Council for <br />its approval. The following is a summary of the key provisions from the tentative agreement. <br />Term <br />Three-year term for the period January 1, 2020 through December 31, 2022. <br />Compensation <br />SLPOA employees will receive the following adjustments to base salary: <br />·1% increase effective January 1, 2020 <br />·1.75% increase effective July 1, 2020 <br />Page 1 City of San Leandro Printed on 12/23/2019 <br />63
