City of San Leandro <br />Meeting Date: March 16, 2020 <br />Staff Report <br />Agenda Section:File Number:20-066 ATS Review <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Liz Warmerdam <br />Interim Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Authorize the <br />City Manager to Negotiate and Execute Amendment No. 1 to the 1995 <br />Agreement for Maintenance of State Highways in the City of San Leandro and <br />the Freeway Maintenance Agreement (04-Ala 880 PM 22.6/24), both of which <br />are between the State of California (CALTRANS) and the City of San Leandro <br />SUMMARY AND RECOMMENDATIONS <br />Caltrans is requiring the City to update existing maintenance agreements to include existing <br />architectural improvements at the Marina/I-880 and Davis/I-880 Interchanges and allow the <br />installation of new traffic signal control equipment at the Marina/I-880 Interchange and a <br />Pedestrian Hybrid Beacon (HAWK) Signal System at the Davis Street/Carpentier Street <br />intersection. The agreements document the maintenance responsibilities for each agency for the <br />existing and proposed equipment and will meet Caltrans encroachment permit requirements <br />necessary to complete construction and allow the City to receive grant funding for the installation <br />of the Pedestrian Hybrid Beacon Signal System. <br />Staff recommends approval of a resolution authorizing the City Manager to: <br />1) Negotiate and execute Amendment No. 1 to the 1995 Agreement for Maintenance of State <br />Highways in the City of San Leandro for the Pedestrian Hybrid Beacon at the Davis <br />Street/Carpentier Street intersection and traffic signal improvements at the Marina <br />Boulevard/I-880 Interchange; and <br />2) Negotiate and execute the Freeway Maintenance Agreement (04-Ala 880 PM 22.6/24) for <br />aesthetic and other improvements at the Marina Boulevard/I-880 and Davis Street/I-880 <br />Interchanges. <br />BACKGROUND <br />The City of San Leandro (“City”) currently has agreements with Caltrans to share maintenance of <br />roadway elements (i.e., sidewalk, lighting, power, etc.) for State highway routes such as Davis <br />Page 1 City of San Leandro Printed on 2/25/2020 <br />1046
