City of San Leandro <br />Meeting Date: June 15, 2020 <br />Staff Report <br />Agenda Section:File Number:20-220 PUBLIC HEARINGS <br />Agenda Number:5.B. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Tom Liao <br />Community Development Director <br />FINANCE REVIEW:Liz Warmerdam <br />Interim Finance Director <br />TITLE:Staff Report for City Council Approval of the City of San Leandro U.S. <br />Department of Housing and Urban Development (HUD) Amendments to the <br />Fiscal Year 2015-2020 Five-Year Consolidated Plan, Fiscal Year 2019-2020 <br />Annual Action Plan, and Citizen Participation Plan <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends the City Council hold a public hearing to adopt amendments to the following <br />three documents and direct staff to submit them to the U.S. Department of Housing and Urban <br />Development (HUD) for approval: (1) Fiscal Year (FY) 2015-2020 Five-Year Consolidated Plan, <br />(2) FY 2019-2020 Annual Action Plan & (3) Citizen Participation Plan (Amendment Documents). <br />The City will also consider on June 15, 2020 the final version of the FY2020-2025 Five-Year <br />Consolidated Plan and FY 2020-21 Annual Action Plan, which the City Council reviewed as drafts <br />on March 16, 2020. <br />On June 1, 2020, the City Council held a public hearing to review the Draft Amended Documents <br />listed above and approved by a 7-0 vote the 1) opening of the streamlined 5 day public comment <br />period from June 2 - June 7 and 2) setting of the next public hearing date to review the final <br />Amended Documents and the FY 2020-2024 Five-Year Consolidated Plan and FY 2019-2020 <br />Annual Action Plan. There were no public comments at the June 1 City Council meeting. <br />BACKGROUND <br />The City of San Leandro is an entitlement grantee of Community Development Block Grant <br />(CDBG) funds from the Federal Department of Housing and Urban Development (HUD). For the <br />City to receive its annual CDBG grant allocation, the City must update its Consolidated Plan <br />every five years and submit an Action Plan to HUD. In response to the Coronavirus Pandemic <br />(COVID-19), the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law <br />116-136 was adopted and authorized on March 27, 2020. As a result, HUD awarded the City of <br />San Leandro $451,972 in Community Development Block Grant-Coronavirus (CDBG-CV) <br />Page 1 City of San Leandro Printed on 6/10/2020 <br />26
