City of San Leandro <br />Meeting Date: June 15, 2020 <br />Staff Report <br />Agenda Section:File Number:20-252 CONSENT CALENDAR <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Liz Warmerdam <br />Interim Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Authorize <br />Submission of a Request to the Metropolitan Transportation Commission for the <br />Allocation of $122,203 of Fiscal Year 2020-2021 Transportation Development <br />Act Article 3 Pedestrian/Bicycle Project Funding to Install Pedestrian <br />Improvements <br />RECOMMENDATIONS <br />Staff recommends that the City Council adopt a Resolution authorizing the City Manager to <br />submit a request to the Metropolitan Transportation Commission (MTC) for the allocation of <br />Fiscal Year 2020-2021 Transportation Development Act (TDA) Article 3 Pedestrian/Bicycle <br />project funding to install pedestrian improvements. <br />BACKGROUND <br />The Local Transportation Fund, which is a one-quarter percent sales tax in Alameda County <br />initiated by the State Legislature in 1972, funds the TDA grant program. In the nine-county Bay <br />Area region, the MTC makes TDA Article 3 funds available for pedestrian/bicycle purposes. <br />Each year, the MTC allocates TDA funds to eligible claimants after a review of applications from <br />counties and congestion management agencies. Alameda County is responsible for submitting <br />an annual program of projects that are implemented by each local agency in the county. The TDA <br />funds are distributed by population. <br />Analysis <br />The City annually applies for TDA funds from the MTC for pedestrian improvements. The City is <br />entitled to $122,203 for Fiscal Year 2020-2021. The TDA funds will be used to install disabled <br />access ramps and other pedestrian improvements at various locations throughout the City. The <br />work will be completed as part of the City’s Sidewalk Repair Project (2020.0060), which includes <br />requested curb ramp installations not associated with street resurfacing work along with other <br />Page 1 City of San Leandro Printed on 6/10/2020 <br />506
