City of San Leandro <br />Meeting Date: December 14, 2020 <br />Staff Report <br />Agenda Section:File Number:20-517 CONSENT CALENDAR <br />Agenda Number:8.J. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Approve <br />Amendment No. 1 to a Consulting Services Agreement with Testing Engineers <br />for Special Inspection and Materials Testing to Increase the Amount of <br />Compensation by $51,000 for a Total not to Exceed Amount of $85,000 on the <br />Farrelly Pool Replacement, Project No. 2018.3420; and to Authorize the <br />Extension of the Contract Term from June 30, 2021 to December 31, 2021. <br />SUMMARY AND RECOMMENDATIONS <br />Inspection cost increases are anticipated for the project that are primarily attributed to <br />construction scheduling inefficiencies as a result of safety protocols for the COVID-19 epidemic. <br />This contract amendment provides for the additional cost resulting from the extended time <br />needed for material testing and special inspection services required for the construction of the <br />new Farrelly Pool Replacement project. <br />Staff recommends the following actions: <br />·Approval of Amendment No. 1 to the CSA with Testing Engineers in an amount of <br />$51,000, resulting in a total contract amount of $85,000, an increase of 150% above the <br />original contract amount of $34,000; and <br />·Authorization for the City Manager to execute Amendment No. 1; and <br />·Authorization of the extension of the contract term from June 30, 2021 to December 31, <br />2021. <br />BACKGROUND <br />On November 4, 2019, by Resolution No. 2019-184, the City Council awarded a $6,222,450 <br />contract to TriCon Construction for the construction of the new Farrelly Pool aquatic facility. <br />Quality assurance of the construction work (with special inspection and material testing) is <br />required by the Building Code, permit conditions, and City standards.
