City of San Leandro <br />Meeting Date: April 5, 2021 <br />Staff Report <br />Agenda Section:File Number:21-145 CONSENT CALENDAR <br />Agenda Number:8.K. <br />TO:City Council <br />FROM:Fran Robustelli <br />Interim City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Accept the <br />Work for the Annual Street Sealing 2019-2020 - Curb Ramp Upgrade Phase <br />Project, Project No. 2020.0070 <br />SUMMARY AND RECOMMENDATIONS <br />This construction contract installed new concrete curb ramps and upgraded existing curb ramps <br />to current Americans with Disabilities Act (ADA) standards at thirty-four (34) locations in the City <br />as part of the Annual Street Sealing 2019-2020 Project. <br />Staff recommends the following actions: <br />·Accept the work by FBD Vanguard Construction, Inc.; <br />·Authorize the City Manager to file the Notice of Completion; <br />·Authorize the City Manager to release the performance and payment bonds; and <br />·Authorize the City Manager to Release the maintenance bond upon successful completion <br />of the one-year maintenance period. <br />BACKGROUND <br />The ADA mandates construction of curb ramps at street intersections when roadway pavement is <br />replaced, overlaid, or treated with cape seal. This contract installed ramps at locations where <br />pavement work is planned as part of the Annual Street Sealing 2019-2020 project. The Street <br />Sealing work needs to occur during warm months and because of delays due to COVID-19 <br />Health Orders, construction was postponed until the summer of 2021. Curb Ramp construction <br />was delayed but not postponed. Three (3) new ramps were installed at locations where none <br />existed, and thirty (30) existing non-compliant ramps were upgraded. <br />Curb ramps are a vital component of the pedestrian path of travel and an important element in <br />implementing the City’s Complete Streets policy.
