City of San Leandro <br />Meeting Date: May 3, 2021 <br />Staff Report <br />Agenda Section:File Number:21-224 CONSENT CALENDAR <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Fran Robustelli <br />Interim City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Authorize a <br />Submission Request to the Metropolitan Transportation Commission (MTC) for <br />the Allocation of Fiscal Year 2021-2022 Transportation Development Act (TDA) <br />Article 3 Pedestrian/Bicycle Project Funding to Install Pedestrian Improvements <br />in the Amount of $105,062 <br />RECOMMENDATIONS <br />Staff recommends that the City Council adopt a Resolution authorizing the City Manager to <br />submit a request to the MTC for the allocation of Fiscal Year 2021-2022 TDA Article 3 <br />Pedestrian/Bicycle project funding of $105,062 to install pedestrian improvements. <br />BACKGROUND <br />The Local Transportation Fund, which is a one-quarter percent sales tax in Alameda County <br />initiated by the State Legislature 1972, funds the TDA grant program. In the nine-county Bay Area <br />region, the MTC makes TDA Article 3 funds available for pedestrian/bicycle purposes. Each <br />year, the MTC allocates TDA funds to eligible claimants after review of applications from counties <br />and congestion management agencies. Alameda County is responsible for submitting an annual <br />program of projects that are implemented by each local agency in the county. The TDA funds are <br />distributed by population. <br />Analysis <br />Annually, the City applies for TDA funds from the MTC for pedestrian improvements throughout <br />the City. The City is entitled to $105,062 for this next fiscal year (FY 2021-2022). The TDA funds <br />will be used to install accessible curb ramps and other pedestrian related improvements at <br />various locations. The work will be completed as part of the City’s Sidewalk Repair project <br />(2021.0060), which has been expanded to include requested curb ramp installations not <br />associated with street resurfacing work. <br />Page 1 City of San Leandro Printed on 4/29/2021 <br />108
