City of San Leandro <br />Meeting Date: September 7, 2021 <br />Staff Report <br />Agenda Section:File Number:21-473 CONSENT CALENDAR <br />Agenda Number:8.H. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Accept the <br />Work of the Annual Street Overlay/Rehabilitation 2017-18, Project No. <br />2018.0050 <br />SUMMARY AND RECOMMENDATIONS <br />This contract constructed 20 street segments throughout the City, including upgrades to 86 curb <br />ramps to comply with Americans with Disabilities Act (ADA) requirements. <br />Staff recommends the following actions: <br />·Accept the work by DeSilva Gates Construction; <br />·Authorize the City Manager to file the Notice of Completion; <br />·Authorize the City Manager to release the performance and payment bonds; and <br />·Authorize the City Manager to release the maintenance bonds for the subject project upon <br />successful completion of the one-year maintenance period. <br />BACKGROUND <br />The City maintains approximately 180 centerline miles of paved roadways. Each year, the City <br />typically conducts two pavement maintenance projects, one for street sealing and one for street <br />overlay/rehabilitation. This contract is for the replacement of pavement (overlay) and for the repair <br />of subgrade below pavement (rehabilitation), which addresses pavement in either poor condition <br />and/or failed condition. <br />This contract completed repairs, reconstruction and/or overlay on a total of 10.73 lane miles of <br />pavement on 20 segments of City streets, including upgrading and/or installing 86 curb ramps <br />within the project limits to comply with the ADA. In addition, the project constructed two enhanced <br />crosswalks with Rectangular Rapid Flashing Beacons on Farrallon Drive and School Street, <br />respectively, and installed bicycle facilities within the project limits in support of the City’s <br />Page 1 City of San Leandro Printed on 9/2/2021 <br />421
