City of San Leandro <br />Meeting Date: March 14, 2022 <br />Staff Report <br />Agenda Section:File Number:22-192 CONSENT CALENDAR <br />Agenda Number:9.a. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY: <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for the Second Reading and passage of an Ordinance of the City of <br />San Leandro City Council Amending Title I, Chapter 1 of the San Leandro <br />Municipal Code Relating to Council Member Districts <br />SUMMARY AND RECOMMENDATIONS <br />The proposed changes to the Council district boundaries were reviewed by the City Council, the <br />Rules Committee and three community meetings were held to gather input on the proposed new <br />Council district boundaries. Staff recommends that the Council pass-to-adopt an ordinance <br />establishing the new Council district boundaries. <br />BACKGROUND <br />Section 230 of the City of San Leandro Charter requires district boundaries to be drawn <br />whenever the results of the federal census show an increase of five percent (5%) or more since <br />the last redistricting. The City Council last approved new Council district boundaries in 2011, <br />following the 2010 federal census. The 2020 census data, released in August 2021, reveals <br />population growth of 7.13% Citywide, triggering the Charter requirement for the Council ’s review <br />of its district boundaries. <br />On January 26, 2022, the City Council Rules Committee received the proposed timeline criteria <br />and outreach plan for the development and approval of new Council district boundaries. <br />On February 7, 2022, the City Council reviewed, adopted the criteria, timeline, and public <br />outreach plan to be used in the redistricting process. <br />On February 12, 2022, February 15, 2022, and February 17, 2022, staff held community <br />workshops to receive public input on where district lines should be drawn.
