City of San Leandro <br />Meeting Date: May 16, 2022 <br />Staff Report <br />Agenda Section:File Number:22-326 CONSENT CALENDAR <br />Agenda Number:9.c. <br />TO:City Council <br />FROM:Fran Robustelli <br />City Manager <br />BY:Sheila Marquises <br />Engineering & Transportation Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Resolution to Authorize Submission of a Request to the Metropolitan <br />Transportation Commission for the Allocation of Fiscal Year 2022-2023 <br />Transportation Development Act Article 3 Pedestrian/Bicycle Project Funding to <br />Install Pedestrian Improvements <br />RECOMMENDATIONS <br />Staff recommends that the City Council adopt a Resolution authorizing the City Manager to <br />submit a request to the Metropolitan Transportation Commission (MTC) for the allocation of <br />Fiscal Year 2022-2023 Transportation Development Act (TDA) Article 3 Pedestrian/Bicycle <br />project funding to install pedestrian improvements. <br />BACKGROUND <br />The Local Transportation Fund, which is a one-quarter percent sales tax in Alameda County <br />initiated by the State Legislature in 1972, funds the TDA grant program. In the nine-county Bay <br />Area region, the MTC makes TDA Article 3 funds available for pedestrian/bicycle purposes. <br />Each year, the MTC allocates TDA funds to eligible claimants after review of applications from <br />counties and congestion management agencies. Alameda County is responsible for submitting <br />an annual program of projects that are implemented by each local agency in the county. The TDA <br />funds are distributed by population. <br />Analysis <br />Annually, the City applies for TDA funds from the MTC for pedestrian improvements throughout <br />the City. The City is entitled to $57,856 for fiscal year 2022-2023. The TDA funds will be used to <br />install disabled access ramps at various locations. The work will be completed as part of the <br />City’s Sidewalk Repair project (project number 2022.0060), which has been expanded to include <br />requested curb ramp installations not associated with street resurfacing work. <br />Page 1 City of San Leandro Printed on 5/11/2022
