City of San Leandro <br />City Council <br />Meeting Date: April 3, 2023 <br />Agenda Number: 10.c. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 23-096 <br />File Type: Staff Report <br />Adopt a Resolution to Authorize the City Manager to Accept Grant Funds for $49,847.87 from the <br />California Board of State and Community Corrections Officer Wellness and Mental Health Grant <br />Program to improve officer wellness and expand mental health resources. <br />COUNCIL PRIORITY <br />· Public Safety <br />SUMMARY <br />The Board of State & Community Corrections Officer (BSCC) Officer Wellness and Mental Health <br />Grant program is a grant program that provides $50 million for city and county law enforcement <br />agencies to improve officer wellness and expand mental health resources. This funding is <br />available to all city and county law enforcement agencies employing officers described in Section <br />830.1 of the Penal Code. The San Leandro Police Department received $49,847.87 from this <br />grant in March 2023. <br />RECOMMENDTATIONS <br />Staff recommends the City Council adopt a resolution to accept the grant award totaling <br />$49,847.87 from the Board of State & Community Corrections and authorize the City Manager to <br />execute all documents and appropriate the funds. <br />BACKGROUND <br />Board of State & Community Corrections is an independent statutory agency that provides <br />leadership to the adult and juvenile criminal justice systems, expertise on Public Safety <br />Realignment issues, a data and information clearinghouse, and technical assistance on a wide <br />range of community corrections issues. Since 2012, it has served as an independent body <br />providing leadership and technical assistance to the adult and juvenile criminal justice systems. <br />Analysis <br />The grant award provides the San Leandro Police Department with $49,847.87. The Police <br />Department must spend all the funds outlined in the grant award by December 1, 2025. <br />Grant funding must be spent according to the award agreement. <br />The grant award is earmarked and is to be solely used to improve officer wellness and expand <br />mental health resources. All expenditures are tracked and reported to the Board of State & <br />Community Corrections quarterly and through a final report. <br />Legal Analysis <br />The City Attorney reviewed the documents and agreements and approved them as to form. <br />Financial Impacts <br />While the BSCC Officer Wellness and Mental Health Grant program award will provide <br />$49,847.87 to the San Leandro Police Department, acceptance of this grant does not impact the <br />Page 1 City of San Leandro Printed on 3/30/2023
