City of San Leandro <br />City Council <br />Meeting Date: May 1, 2023 <br />Agenda Number: 3.f. <br />Agenda Section: RECOGNITIONS <br />File Number: 23-152 <br />File Type: Presentation <br />May 2023 as Affordable Housing Month in the East Bay Proclamation <br />WHEREAS, quality affordable homes are vital to healthy, safe, and racially just communities; and <br />WHEREAS, even before current high inflation rates, increasing housing costs led longtime residents to <br />be displaced, live in overcrowded homes, or experience homelessness, threatening our region’s racial diversity <br />and economic opportunity; and <br />WHEREAS, the State of California’s COVID-19 emergency declaration has been terminated and the <br />short-term protections afforded to renters during the pandemic have ended or are nearing an end in several <br />localities in the East Bay, requiring long-term, sustainable solutions to promote housing security and mitigate <br />mass displacement; and <br />WHEREAS, stable affordable homes are the solution to homelessness, and support seniors, families, <br />youth, veterans, people with disabilities or special needs, and our whole community; and <br />WHEREAS, jurisdictions such as the City of San Leandro are on their 6th Cycle Housing Element, their <br />plan to meet the housing needs of their community certified by the State Housing and Community <br />Development Department (HCD) in February 2023, and are now accountable to implement programs and <br />policies that promote affordable development and affirmatively further fair housing for low-income <br />communities and communities of color; and <br />WHEREAS, local housing organizations are continuing to recognize May as Bay Area Affordable <br />Housing Month because regional action to a growing regional housing crisis is an essential part of recovery <br />from the pandemic and the work to ensure that everyone has an affordable and stable home; and <br />WHEREAS, East Bay Housing Organizations has organized Affordable Housing Week for 27 years, <br />acknowledging the need for and benefits of affordable homes. <br />THEREFORE BE IT RESOLVED that the City of San Leandro hereby <br />proclaims May as Affordable Housing Month in San Leandro; and <br />THEREFORE BE IT FURTHER RESOLVED that the City of San Leandro will <br />work to support affordable and stable housing at the local, regional, <br />state, and federal levels. <br />NOW, THEREFORE, I, Juan González III, Mayor of the City of San Leandro, <br />on behalf of the entire City Council, do hereby proclaim May 2023, as <br />“AFFORDABLE HOUSING MONTH IN THE EAST BAY” in the City of San <br />Page 1 City of San Leandro Printed on 4/26/2023
