City of San Leandro <br />City Council <br />Meeting Date: December 31, 2023 <br />Agenda Number: 5.a. <br />Agenda Section: ATS Review <br />File Number: 23-396 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Execute Grant Agreement No. <br />PS24035 with the California Office of Traffic Safety (OTS) to Grant $100,000 for the Pedestrian and <br />Bicycle Safety Program <br />COUNCIL PRIORITY <br />·Traffic Safety <br />SUMMARY & RECOMMENDATIONS <br />Staff recommends adoption of a resolution to approve and authorize the City Manager to execute <br />a grant agreement for $100,000 with the California OTS for the Pedestrian and Bicycle Safety <br />Program and purchase traffic safety equipment to deploy in various locations in the City of San <br />Leandro. <br />BACKGROUND <br />The Office of Traffic Safety (OTS) is within the California State Transportation Agency (CalSTA), <br />implementing a highway safety program (HSP) that addresses impacts of safety on the road. <br />OTS administers traffic safety grant programs with the goal to eliminate traffic fatalities and <br />injuries. <br />In March 2023, the City applied for grant funding and was awarded $100,000 for the purchase <br />and programming of traffic safety equipment, which includes data collection devices, radar speed <br />trailers, and rapid rectangular flashing beacons (RRFBs). <br />The City currently owns two radar speed trailers nearing the end of their life cycles. Data <br />collection is currently contracted out to collect traffic data related to reported traffic safety issues. <br />The new equipment will provide more reliability and provide a greater service to the City. <br />A grant agreement is required between OTS and the City to administer the program and funds for <br />utilizing the equipment. <br />Analysis <br />OTS approved $100,000 in federal funding for the programming, procurement, and deployment of <br />traffic safety equipment in various locations in the City of San Leandro. <br />City staff will program and deploy the equipment based on reported traffic safety issues.
