City of San Leandro <br />City Council <br />Meeting Date: December 31, 2023 <br />Agenda Number: 5.b. <br />Agenda Section: ATS Review <br />File Number: 23-411 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager to Extend the City’s Participation in the <br />Alameda County Abandoned Vehicle Abatement Authority <br />COUNCIL PRIORITY <br />·Public Safety <br />SUMMARY & RECCOMENDATIONS <br />The current Joint Powers Agreement for the Alameda County Abandoned Vehicle Program had a <br />sunset date of May 31, 2023. The City of San Leandro has been a member since its inception in <br />1993. The City of San Leandro desires to remain a member of the organization. <br />Staff recommends adopting the attached resolution extending the abandoned vehicle abatement <br />program until May 31, 2033. <br />BACKGROUND <br />In 1990, the California State Legislature enacted legislation allowing for the creation of <br />county-based vehicle service authorities, pursuant to the provisions of Vehicle Code Section <br />22710. In 1993, the Alameda County Abandoned Vehicle Abatement Authority (Alco AVA) was <br />formed and imposed a one-dollar annual vehicle registration fee on vehicles registered to an <br />owner with an address in Alameda County. <br />Vehicle registration fees are collected by the Department of Motor Vehicles and allocated to the <br />Alco AVA by the State Controller’s Office pursuant to Vehicle Code Section 9250.7. Fees are <br />then allocated to the Alco AVA participating agencies based on an adopted formula involving <br />their individual percentage of vehicles abated, population and land area in relation to the totals for <br />these factors in the Alco AVA as a whole. The current participating agencies are the County of <br />Alameda, and all of the Alameda County cities except Albany and Emeryville. <br />Since the inception of the program, the Alco AVA has received approximately $34.8 million, <br />which has allowed the participating agencies to abate approximately 465,000 abandoned <br />vehicles. Since 2013 the City of San Leandro has received approximately $870,000.00 dollars <br />and towed approximately 1,200 abandoned vehicles. <br />The current program was set to expire at the end of May 2023. Legislation allows the local <br />service authorities to extend the program every 10 years with the approval of the County and a <br />majority of the cities comprising a majority of the population of the incorporated areas.
