City of San Leandro <br />City Council <br />Meeting Date: July 21, 2025 <br />Agenda Number: 5.l. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 25-325 <br />File Type: Staff Report <br />Adopt a Resolution to Approve and Authorize the City Manager or her Designee to Execute All <br />Documents for the Purchase of One (1) 2025 GapVax Model MC1005-3S4X Combination Jet/Vac <br />Truck, which will be Purchased through Sourcewell, a Cooperative Contract Purchasing Agency <br />COUNCIL PRIORITY <br />·Infrastructure <br />SUMMARY <br />Staff recommends the City Council approve and authorize the City Manager or her designee to <br />execute all documents for the purchase of one (1) 2025 GapVax Model MC1005-3S4X <br />Combination Jet/Vac Truck for the Public Works Department on behalf of the Water Pollution <br />Control Plant. <br />BACKGROUND <br />The City maintains a fleet of equipment which is used to provide City services for various <br />department functions. Equipment is periodically replaced to ensure reliability and minimize costs <br />of operation. <br />One (1) Water Pollution Control Plant combination sewer truck, #652 used by the Collections <br />Department, is a 2016 Freightliner 114SD and has reached the end of its useful life and the cost <br />to maintain it is prohibitive . This combination sewer truck is recommended for replacement. <br />Analysis <br />The existing combination sewer truck is a 2016 Freightliner 114SD chassis with a Vaccon body <br />that includes a positive displacement fan vacuum system and jetter system. The Sourcewell quote <br />is for a GapVax MC1005-3S4X combination jetter and vacuum truck. The existing unit has <br />reached the end of its expected useful life and will soon need extensive repairs to continue <br />operating. <br />WECO Industries participates in Sourcewell pricing for government agencies, which satisfies San <br />Leandro Municipal Code Section 1-6-305 for cooperative purchasing . WECO Industries has <br />provided a quote for a GapVax MC1005-3S4X mounted on a new 2025 Freightliner 114SD truck <br />chassis to replace unit #652 for $767,056.60. <br />The vehicle industry is volatile, and prices frequently increase between the quote date and <br />purchase date.
