Set the annual rent increase cap at 4%. Small owners is often locally defined as 10 units or <br />less. Please exempt up to 8 units (which is 1740 rental units in SL - see below) <br />2. Limit rent increases to once every 12 months. <br />3. Allow a capital improvement pass -through capped at 5% of the monthly rent to allow for <br />building maintenance and habitability <br />4. Allow banking of unused rent increases, capped at 5 years and 3% (banking is permitted in <br />Berkeley, Oakland, Alameda, and other jurisdictions which benefits BOTH housing providers and <br />owners. <br />5. Anti -harassment and retaliation already exists in federal and state law. Please remove "treble <br />damage" language snuck in under "anti -retaliation" —> makes money for lawyers and enables bad <br />actors to not pay rent and forces 98% of owners to settle false habitability claims. Even when <br />owners do nothing wrong, they settle which means: <br />A. Waive back rent amount (3-8 months or more) <br />B. Settlement money of $15k — $30k - $90k or more <br />C.
