City of San Leandro <br />Meeting Date: February 1, 2016 <br />Staff Report <br />Agenda Section:File Number:15-699 ACTION ITEMS <br />Agenda Number:10.A. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Sandra Spagnoli <br />Chief of Police <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report to Assist the City Council in the Consideration of an Increase in <br />the Reward Amount and a Draft Resolution Memorializing a Possible Action to <br />Establish the Increased Reward Amount for the Identification Leading to the <br />Criminal Charging of the Individual(s) Involved in the Homicide of Joel <br />Ramirez, a San Leandro Resident, on December 14, 2014 at 444 Kenilworth <br />Avenue and Approve an Appropriation of General Fund Economic Uncertainty <br />Reserves to Fund the Reward <br />ACTION <br />Staff presents a report to the City Council to assist in its consideration of and a Draft <br />resolution for a possible action to increase the current reward amount (which is $25,000) for <br />information leading to the identification and criminal charging of individual(s) involved in the <br />homicide of Joel Ramirez, a San Leandro resident, on December 14, 2014 at 444 Kenilworth <br />Ave. If the City Council approves an increased reward amount, then staff requests that the <br />City Council also approve the appropriation of General Fund economic uncertainty reserves to <br />fund the additional reward. <br />BACKGROUND <br />Analysis <br />On December 14, 2014, 21 year-old Joel Ramirez of San Leandro returned to his residence at <br />444 Kenilworth Ave. He was shot and killed while seated in his vehicle, which was parked in <br />the driveway of the residence. Rewards for information that lead to the identification and <br />arrest of persons responsible for violent crimes occurring in San Leandro have been offered in <br />the past and some were helpful in the successful resolution of cases. <br /> <br />Since the February 17, 2015 meeting where the original reward was approved by Council, no <br />person(s) has met the requirements to receive the $25,000 reward.
