City of San Leandro <br />Meeting Date: June 18, 2018 <br />Staff Report <br />Agenda Section:File Number:18-296 ACTION ITEMS <br />Agenda Number:10.A. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Jeff Kay <br />Assistant City Manager <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution of the City of San Leandro City Council to Approve <br />a Consulting Services Agreement with SmartWAVE Technologies for a Public <br />Wi-Fi Expansion Project to Downtown and City Parks and for a Resolution to <br />Approve a License Agreement with the County of Alameda for Use of <br />County-Owned Communications Facilities <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council approve two resolutions that authorize the City Manager <br />to execute the following: A Consulting Services Agreement between the City of San Leandro and <br />SmartWAVE Technologies to expand the City’s Public Wi-Fi System to City Parks and <br />throughout the Downtown Area and a License Agreement with the County of Alameda to utilize <br />Communications Facilities for the Wi-Fi network. The total cost of the Wi-Fi Expansion project is <br />not to exceed $100,000.00 and the annual cost for the License Agreement with the County of <br />Alameda shall begin at $6,668.00 and increase by 4% per year. <br />BACKGROUND <br />The City of San Leandro has invested in building a Public Wi-Fi network that covers the <br />Downtown core, Casa Peralta and Museum area, Community Centers, Libraries, and City <br />Facilities. In the 2017-18 Capital Improvements Program budget, the City Council authorized <br />funds to expand the Public Wi-Fi network to City Parks and additional areas Downtown. <br />Analysis <br />In 2015, the City of San Leandro entered into an agreement with SmartWAVE Technologies to <br />deploy a high speed Public Wi-Fi system in the City’s downtown core. The system covered a <br />four-block radius throughout the Pelton Plaza, Village development, and the surrounding streets <br />and areas. It utilizes the Lit San Leandro fiber optic network to provide connectivity and <br />high-speed Internet service. <br />Page 1 City of San Leandro Printed on 6/12/2018 <br />818
