<br />MINUTES Page 10 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 3,2005 <br /> <br />process for placing the land into a federal trust for the tribe. This process requires the <br />Bureau of Indian Affairs (BIA) to prepare an Environmental Impact Statement (ElS) for <br />the project, and the City has an opportunity to submit comments for inclusion in the ElS <br />until January 21, 2005. Ms. Ornelas outlined some of the concerns identified so far, <br />including increased traffic; environmental impacts; impacts to local law enforcement; <br />issues associated with problem gambling; impacts on social services, workforce housing <br />and local school enrollment; and possible impact on the City's ability to develop the San <br />Leandro Marina. Ms. Ornelas described the activities involving the proposed casino in <br />which staff has participated to date, including the joint San Leandro and Alameda <br />Community Meeting on December 14, in which many residents spoke in opposition to <br />the casino project, and the scoping meeting on December 15 presented by the BIA. She <br />announced that the San Leandro and Alameda Chambers of Commerce will jointly host <br />a meeting for the business community to discuss the casino proposal on Thursday, <br />January 6 at the Oakland Airport Hilton. It has also been suggested that the City try to <br />arrange a meeting with the Port of Oakland to discuss questions related to the sale of its <br />property for this project. <br /> <br />Ms. Ornelas reported that at the last City Council meeting, the Council expressed <br />interest in considering a resolution opposing the casino project. Staff is seeking <br />direction on the points to be included in the resolution, as well as any items to include in <br />the comments the City will submit to the BIA. <br /> <br />Mayor Young suggested adding to the list of concerns the impact from additional <br />regional jets. <br /> <br />Public Comments on Item 10.B. <br /> <br />Jim Athey, San Leandro resident, addressed the City Council, expressing opposition <br />to the proposed casino and offering his assistance in supporting the Council's efforts to <br />oppose the project. <br /> <br />Al Rosenga, San Leandro resident, addressed the City Council, expressing opposition <br />to the proposed casino. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, noting that he has <br />been contacted by an outside source trying to get him involved in this issue. Mr. <br />Filipovich cautioned the Council not to "go overboard" in its opposition to the casino <br />project. <br /> <br />Don Moore, San Leandro resident, addressed the City Council, urging the Council to <br />oppose the proposed casino. <br /> <br />Mike Mahoney, San Leandro resident, addressed the City Council, expressing <br />concern regarding the potential harm to West San Leandro neighborhoods by the <br />proposed casino. <br />
