<br />MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 3, 2005 <br /> <br />Councilmember Glaze recalled that the Rules Committee looked into campaign finance <br />reform in the past. He asked what issues Councilmember Santos was interested in <br />having the Rules Committee consider. <br /> <br />Councilmember Santos suggested deferring the matter of the change of election date, <br />noting that the matter was not so urgent that it could not wait until the run-off election is <br />completed. He expressed concern regarding the cost to the candidates of running <br />campaigns for two separate elections. He noted that he felt the two issues were related. <br />Councilmember Santos indicated that he would like the Council to review the election <br />cycle once completed and hear from the candidates involved in the run-off election and <br />then have the discussion regarding changing the election date. <br /> <br />Councilmember Stephens stated that he sees no urgency in deciding the matter now and <br />expressed willingness to wait for another month or so. He noted, however, that the <br />Council has received little guidance on IRV. Councilmember Stephens indicated that <br />for several reasons, including cost to the City, increased efficiency, and avoiding <br />campaigning during the holidays, he would favor moving the City's General Election to <br />the same date as the Statewide Primary Election. Councilmember Stephens commented <br />on how onerous it must be to the candidates to campaign during the holidays. <br /> <br />Mayor Young suggested that if the Council feels there is no urgency in making the <br />decision tonight, the matter could be referred back to the Rules and Communications <br />Committee for further review and discussion. She asked that staff provide the <br />Committee with more complete cost data for its analysis. Mayor Young suggested that <br />the Committee also consider limiting the cost of future run-off elections by considering <br />options such as mail ballot, IRV or consolidation with the November General Election. <br /> <br />Public Comments on 10.A.: <br /> <br />Al Rosenga, San Leandro resident, addressed the City Council, suggesting the City <br />consider conducting its own elections as it did in the past. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding partisan <br />vs. non-partisan elections and candidates and whether the City's current election process <br />is legal. <br /> <br />By consensus of the City Council, the matter was referred back to the City Council <br />Rules and Communications Committee. <br /> <br />B. Minute Order No. 2005-002, Discussion Regarding Proposed Koi Nation Indian <br />Gaming Casino in Oakland (provides information on the progress of a gaming casino, <br />hotel, restaurant and entertainment venue at a site on Pardee Road at Swan Way in <br />Oakland).
