(1005/1098/1413/2792) <br /> <br />The City Council moved to approve and issue a written report, as required by <br />Government Code Section 65858( d), of the measures taken to alleviate the <br />conditions that led to the adoption of a moratorium on medical marijuana <br />dispensaries with the City. <br /> <br />9. Discussion Regarding a Change in the Date of the City's General Municipal Election to <br />Consolidate with the Statewide Primary Election in Even-Numbered Years, and to <br />Consolidate Any Ensuing Run-Off Election with the Statewide General Election in <br />November (recommends changing the City's election dates for 2006). (1055/1413/1423) <br /> <br />Mayor Young provided background on the matter, noting the need to change the City's <br />General Municipal Election date due to the requirements in the City Charter for run-off <br />elections and for seating the Council on January 1 after the election. After several <br />discussions at the City Council Rules and Communications Committee, the Committee <br />referred the matter to the full City Council for consideration. <br /> <br />Councilmember Glaze commented that some members of the Council have expressed a <br />preference for holding the City's General Election in November, although he does not <br />share this opinion. He suggested that if Instant Run-Off Voting (IRV) was available, it <br />would allow the City to hold the election in November. <br />
