MINUTES Page 12
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 18, 2005

B. Reports on City Council Committees

1. Facilities Committee Meeting of January 6, 2005. Accepted as submitted.

Councilmember Santos commented on the Traffic Calming Program and recalled
that he had requested a study on the traffic conditions on Virginia Street and
Douglas Drive. Councilmember Grant pointed out that Virginia Street is listed on
the report. Mr. Jermanis stated that staff had followed up on Councilmember
Santos' request for study and found that the priority ranking for those streets was
not as high as for others. The Facilities Committee was looking at the projects to
be undertaken in the upcoming budget year, but the streets mentioned by
Councilmember Santos may be considered in future years. Councilmember
Santos noted the speeding problems on Virginia and Douglas. Councilmember
Glaze suggested that the City Manager could report on where those streets are on
the list.

2. Finance Committee Meeting of December 16,2004. Accepted as submitted.

12. CITY COUNCIL COMMENTS

Councilmember Grant thanked Recreation and Human Services Director Carolyn Knudtson
and her staff for a great Martin Luther King, Jr. celebration.

Councilmember Glaze echoed Councilmember Grant's appreciation of the Martin Luther
King, Jr. event.

Councilmember Santos requested that the Council adjourn tonight's meeting in memory of
Earl Brush, one of the oldest individuals in the world. He noted that Mr. Brush's daughter
lives on Sitka Street in Mulford Gardens.

Councilmember Santos received written information from a resident about the Handicapped
Enforcement Program in Fremont, which utilizes volunteers for handicapped parking
enforcement and brings in about $250,000 a year for that city.

Councilmember Glaze recalled that several years ago, a similar program was presented to the
Council. At that time, it was suggested that the Retired Senior Volunteer Program (RSVP)
could assist with the enforcement. The Council requested that staff research what happened
to the program.

Vice Mayor Badger commented that he will also adjourn the meeting in memory of Eva
Nardine, the mother-in-law of Council member Glenda Nardine, who passed away on Sunday
at the age of 87.
